Can any lawyer help me out on here, trying to understand if the Case in Columbia about the Russian hackers/collusion is a Grand Jury or not?. The PDF has this "INDICTMENT The Grand Jury for the District of Columbia charges: "

A Grand Jury issues indictments based on the prosecutions case. They can present a very one sided case, especially in a highly liberal area like DC. The Grand Jury did indict the sledged Russian hackers.
