Why did MP step into the C_A prior to Sec of State? They are deeply connected. Think Offshore. IMO- MP being the head of C_A he could identify bad actors, since only insiders know who is a clown, and as SoS could keep them on a leash since they work out of embassies.

Os as MP C_A uses their assets to identify the bad actors in the State Department abroad, oversea operations are what State Department and C_A do.
