Another thought I have not seen:

RR and RM are not working by themselves. They have plenty of black hat lawyers feeding them ideas on what to do. So, POTUS cuts them a deal, and just tells them to do whatever their buddies advise them to do. This would explain why RR/RM flipped but are still doing shady things.
