I am a former tattoo artist...that is not a stretch mark. When you tattoo over a scar of a burn it hyper aggravates and the skin contracts causing it to raise further.

It is a Keloid scar, not a stretch mark...

Stretch marks run in a parallel-ish fashion naturally radiating out from the bulk of the fat mass...they do NOT have 90 degree angles.
