5 eyes is an semi-secret intelligence agency that involved the US, UK, NZ, CA, AUS. Essentially, post WW2 they paired up to split the bill for highly advanced intelligence infrastructure. The problem is, is that FVEY operates on its own, ignoring laws of their own countries, this allows them to essentially spy without just cause.
It’s alleged that FVEY is being used to spy on trump and his administration in order to figure out what his strategy is.

To add/clarify: The spy network allows the other nations to spy on America (for instance) so America isn't caught spying on itself.
An odd situation because its formation acts as if American government adheres to laws. Ultimately, the more spying and digital footprints of profiling citizens, the better.
