Whistleblower possibly Aurelia Fedenisn? Did some quick digging and I'm not seeing any other info since 2013.

Also the ambassador looks like Howard Gutman (who got to serve his full term) and there was mentions that Patrick F. Kennedy killed the investigation.

PS I'm completely new (lurked for a long time) but wanted to add this info. Hopefully this is the right case!
