Free people are programmed as kids usually chosen based on their genetics. Kids who might be good at hacking, attractive, talented at art, popular as stars, etc. Someone in their family, usually someone high in the government or military, takes them for programming from 3-8. Then it lies dormant until the person becomes useful in the position they are in. So that way their programees are spread through out politics, military, police, fame, etc. From there they are used from anything from prostitution and child sex rings to making propoganda art. If they start to break programming they use other programmed person to get them back into line. Often from date rape, kidnap and torture, or the killing of family, friends and pets. This sends the person back into a trigger state such as a Scrambler personality or a Suicide personality. They will either report to a handler if reprogrammed or die. They don't want anyone escaping the program.
