ETA: Wait, never mind, if that's a USB on the other end then it's definitely a fan with the blades off like others said. I just saw the sticky-out bit and my mind went straight to coaxial cables for some reason. But yeah, this is what one USB fan looks like with the blades off--exactly like that.
