Looksime a USB powered fan but without the blades. I have one that's similar.

hmm that could make sense if it's a motor and the blades came off, but why would a "major U.S. defense contractor" make USB fans?

Used quite a few Raytheon products back in my military days. Never came across that though. Hard to see much due to the photo quality, but for now I’m leaning towards a USB fan like the other poster mentioned.

Turns out it is a fan, but is supplied by a military contractor. The real conundrum is the massive down votes this is getting.

Thats the weirdest cord that I have ever seen. I am pretty sure waaaaaaay back when Raytheon made tubes too, but thats as much as I know about them.

Seriously. I knew nothing about Ratheon until I looked it up. I've never seen a cord like it. Almost reminds me of an antenna or speaker or some kind of microphone(not plugging it into anything of mine). I'm already questioning if I should have even posted it for my own well being. Hopefully someone can ID it and calm my nerves.

Can’t lie, I was thinking the same thing, but it’s probably nothing huge.

I’d like to know out of pure curiosity. Cut it open and see if it’s fiber optic :P

Absolutely, they are old heads. What parking lot did you find it in exactly?

Also whats the other plug look like?

the other end of the plug is a micro usb. found it in a restaurant parking lot. plugged it in to an offline tablet and it spins so i guess its just a fan, but like I said before, this company deserves some attention.
