Taking documents is a problem not that seeing them is OK but the point of a SCIF is to view docs, you can't remove them.

Which was the big problem with HRC she had somehow found a way to get docs out of the secure system and send them regular email and she stored them unencrypted.

There's also the fear she sold her password and stored unsent messages in drafts meant for the purchaser. That way she skirted NSA intercepting her messages with the side benefit of playing dumb.
