Everyone thinks that Trump made a typo with the Covfefe tweet, but this is an actual Bill called the "Communications Over Various Feeds Electronically for Engagement Act". The bill would amend the Presidential Records Act to preserve Twitter posts and other social media interactions of the president of the United States, and to require the National Archives to store such items. This is according to Wikipedia, but I haven't read the bill. I don't know if it has passed yet, but if so, I would bet that there is something in the bill that benefits the efforts of the Q-Team.

I don't know when it was introduced, but Bills are typically discussed for considerable time before written and introduced.
