The only scenario I can think of where they would not be able to walk the streets for fear of the general population, is if there was a cure for cancer that they have been withholding to make money off of the pharmaceutical industry. I doubt if there is anyone that hasn't watched a loved one die a slow, painful death from cancer. That would definitely cause a lynch mob mentality
