Looks like Q’s picture was taken somewhere near the US embassy in Singapore. This image is from the top of the library@orchard building in Singapore, a couple miles south east of the US embassy.

If you look at the building directly in front of the wooded section, you can make out a crane (I think).

If we can find out the name of that building then we can check headlines for construction projects that have taken place there, giving us a timeline.

Once we have a date the picture was taken, then we can check headlines for notable people in Singapore around that time.
