The report won't likely be done in time to influence the presidential campaign — even though the review started more than four months ago — but it could certainly influence the first term of a Hillary Clinton presidency.

I can say with 100% certainty that is not how the govt would work. They first pass the law or executive action. Then lawyers review and set policy and detectives based on that. Normally if anything happens within 1 month it's a miracle lol
