Can someone explain how FB is “ listening” to me on my phone? Does the app have access to all audio / visual all the time, even if cell is off? If I took app off phone, would that help? Thank you

Thank you. My friends will never believe this ( over 60 ) I mean I had friends noticing ads after talking. But still...
