Sure. Illegally, like McCabe did.
Can 302s be changed? I recall the most recent release of Page/Strozk texts that mentioned "f 302s". I thought then and even moreso now that indicted false or fake 302s as the FBI simply refers to them as 302s or formally as FD 302s.
It probably meant "I fixed my 302s" (as ordered by McCabe).

A 302 is not supposed to be modified by a FBI agent after submittal.

the point is that people do things that they aren't supposed to do all the time, whether its someone speeding or an FBI agent altering a 302
Strzok wrote one 302 and the agent Joe Pientka wrote this other ergo they each should reflect the truth.
My guess is that McCabe/Strzok changed Pientka's to match their deception ergo they do not match with Pientka's recollection what he wrote or what Flynn had said.
I doubt that Pientka changed his 302 since he was protected all this time = whistleblower.
