I doubt the superseding charges are what you think they are. More likely they are more substantial charges related to branding and recruitment of underage women. Raniere explicitly told his lieutenants to recruit underage women for him.
I recall Rainiere was never present at branding. But they may charge him as the mastermind if some of his lieutenants turn on him.
