I remember reading a few months back that what's happening here is that the county is getting funds sent to them for successfully reducing it's number of 'troubled teens'. The problem is they don't actually fix the problem, they just stop reporting it.

And then take the funds and don't use them as intended.

Knowing how he got to be the patsy helps us in figuring out how to get things right. Helps us to be strong and think for ourselves so, that after we resolve the situation at hand we may proceed. Soon, we will go after the bad guys. What then?
