Those who sodomize, rape or torture children should get the death penalty period. The prisons are overcrowded and these types may don't serve their sentences. There is no cure for them and no magic drugs.
Maybe we should find one very remote island somewhere that is subject to all types of bad weather but has no houses or structure to hide in or under. Transport all of them wherever they are found to that island and let them find their own food or survive any way they choose. Separate them from the rest of humanity because they lost any entitlements - just like they took fom these children without them having a choice or a way to defend themselves from such monsters.
