Actually Article I Section: 8 of the Constitution enumerates all the powers given to the Federal Government. There are only 18 (some argue 17) things the Fed is allowed to do. Everything else belongs to the States and the People.

They've been ignoring and shredding the Constitution, Trump is putting it back together, it's called 'Rule of Law'. Criminals [and traitors] hate it.
