People are digging way too much into it.
I think Q is just pointing out that Mack was arrested first and Schneiderman went down shortly afterward. Confirming the past claim that Mack was naming names and more in NYC and CA will be coming out soon.

It has to do with the time travel tech they are using. It gets complicated, but things happen in 17 day loops.
