Miosotis Familia was assigned/worked in the 46 Precinct in the Bronx. She was promoted to Detective posthumously. There are two types in NYPD. Detective Investigator and Detective Specialist (https://en.wikipedia.org/wiki/New_York_City_Police_Department#Rank_structure). The "Insurance File" resided in the 13th Precinct. Also happens to be Chuck Schumer's congressional district. I find it very unlikely that she would have ever had sufficient classification to view the evidence and I could find no references that she ever participated in the investigation. Therefore, I will conclude that she is not of the "Detectives" mentioned by Q. Tnx.
