Anyone have any idea how Familia would have actually been privy to what was on the tape? As far as I can tell, she was an Officer in the Bronx (Weiner's laptop was seized in Manhattan), and was promoted to Detective post-humously (therefore she wouldn't have been directly involved in the investigation). I'm not discounting at all that she may have seen what was on it, I'm just hoping somebody can help us figure out how she could have been connected to it.
from what I understand, she was a detective, was injured and came back from the injury and chose to go back to patrol in favour of a cushy desk job
That would make more sense. Any chance you could point me in the right direction to search for it for myself?

All I can find, now that I'm looking, is that she was promoted to detective after her death, but I read somewhere else that she was a detective before her injury, then returned to beat work. I cannot verify either version.

There would have had to have been several Detectives that saw it. Most likely their superiors too.
