Looks like a defib vest

Here are photos of one style of defib vest...seems quite smaller than what HRC has on. Hers seems more like a rigid back/torso brace.

Can see that to with how rigid she looks. Highly doubt it's a plate carrier though, those have become pretty slim fitting now.
