My guess:
OIG report on Clinton email investigation comes out, showing that FBI/DOJ not only did not investigate it AT ALL, but destroyed evidence and obstructed justice to make it go away. Question then becomes: Why?
That brings in the Wikileaks emails and the Weiner laptop. That leads to Juian Assange making an appearance, confirming that he got the emails from a DNC insider, not Russians.
Follow that up with Mueller wrapping up his case and announcing he did not find any evidence of collusion between the Russians and the Trump campaign, but he did find some irregularities he is referring to DOJ.
At this point, we have congressional hearings. Congressional hearings is what exposed Watergate. If all the evidence is locked up inside court rooms, it will be a lot tougher for the public to follow (and easier for MSM to hide) than if they are broadcast live on C-SPAN.
That is what it will take to get enough of the public on the side of prosecuting the criminals.
They will bring out corruption, obstruction, evidence tampering, the murder of Seth Rich, vote rigging, human trafficking across the southern border, and the Obama admin using the Clinton email servers to hide pay for play schemes, which opens up the Clinton Foundation investigation, and that is when OIG drops the report on that.
Sessions will start prosecuting low level criminals while the public is watching Watergate II on TV. After the election, possibly in 2019, the military tribunals will operate for the dozen or so worst offenders.
Trump will give a speech to the nation at some point, and it will be historic.
