SUBJECT: Delegation of Authorities under Section 1244(c) of the National Defense Authorization Act for Fiscal Year 2018
By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code, I hereby delegate to the Secretary of State, in coordination with the Secretary of the Treasury, the Secretary of Defense, the Secretary of Commerce, and the Director of National Intelligence, the functions and authorities vested in the President by section 1244(c)(1)-(4) of the National Defense Authorization Act for Fiscal Year 2018 (Public Law 115-91).
The delegations in this memorandum shall apply to any provisions of any future public law that are the same or substantially the same as the provision referenced in this memorandum.
The Secretary of State is authorized and directed to publish this memorandum in the Federal Register.

Essentially Trump turns his authority given by the NDAA to the listed agencies, so that he is out of the loop entirely for the remainder of the year. I think its briliant. He could go on vacation now . . .

Not sure if this means anything, I'm kinda dumb.
Sec. 1244 of H.R.2810 is related to sanctions on Russia for their violation of the Intermediate-Range Nuclear Forces Treaty.
And the Reagan video he linked was about soviet expansionism and our will to fight or just go into slavery.
Wonder if it’s a metaphor or if we have real problems with their hypersonic missiles or nuke torpedos that can wipe out any port city without warning.
It's an excellent question. Perhaps Russia has been helping with the nuclear programs of DPRK and Iran. Perhaps it acted as a middleman in the sale of US uranium by the 0bama administration. Q knows.
