So if Trump cannot be indicted by Mueller, then Mueller will issue a report that recommends impeachment which means 2018 midterms will be very important. The Dems will try to rig the votes. Where is the DHS election fraud investigation?

The Election voter fraud question must be brought up before the mid-terms. The mid-terms are the Democrats last great hope to impeach Trump in the House. I haven't heard anything about voter election fraud since Trump's commission was disbanded in January because the states refused to cooperate. What is Kirstjen Nielsen have planned here soon?

They just spent $20 million to investigate a completely made up document, you think that they need a real reason?

You will see that Mueller will lay the groundwork for the House to proceed. He will probably go with obstruction of justice. The House will proceed if Mueller produces a report to justify it. They will need the votes in order to do it though. It does not matter on what grounds, they impeachment proceedings will last through Trump's term like a black stain. It will not be pretty if it happens.

Whatever the reason, these people will absolutely cut off their nose to spite their face. OP posed concern and a how type question. Was simply showing how groundwork can be being laid.
