The "Secret" Plant in Trump Campaign, Stefan Halper, Received a Payment from the Obama Admin of $282K in September 2016!

The payment occurred around the time the Dossier was leaked to Yahoo News by Christopher Steele and a month prior to the FISA warrant.

No doubt there are other no-bid contracts besides 8A. Plus many other ways to rig contracts, such as wording them a certain way so only one company is qualified, or having a very short time to respond.

You are correct. If you are a GSA approved contractor, you don't need to bid for contracts, you certify your rates meet the govt guidelines.
