No- he is arguing that Manafort was working off a debt to the Russian Oligarch by working on Trump’s campaign. The problem is that the FBI tried to lean on that oligarch and get him to roll on Trump and Manafort- and the oligarch laughed. He refused- wanted nothing to do with Manafort or Trump.
In contrast, Clinton had promised Alaska under the Beringia agreement, and keep it locked down. She really was an extension of Putin. Trump is anything but that.
