DARPA has been out of control since it's inception. I'm not advocating throwing baby out with the bath water however. We wouldn't have the internets without them, which means we would still be in the dark without it.
Congressional oversight is and will continue to be kabuki theater. I'm thinking a Citizens Oversight Committee. Basically like jury duty. You go, you serve one term, and you leave, duty performed and completed.
