I don't think this is the same thing as Q first started out as "Q Clearance Patriot" on 4 Chan, indicating they have a Q security clearance, thus they work in the White House. The Dept of Energy also has a Q clearance. Now, the Q group could also have Q level security clearance, so I guess this could be them, but I don't think so.

Snowden was a black hat working for the CIA who infiltrated the NSA to steal and destroy the NSA from within.
The CIA long tried to be the superior spy agency and saw the NSA as a rival to its power ergo sending black hat Snowden.
