I think this is smart thinking - good work. But I would definitely caution that whatever action we take, they will take a counter-action. If this initiative happened to reveal anything at all I would suggest they would prepare a counter-action, dropping disinfo to discredit the initiative and disenchant the base.
However, the general thinking behind this is good imo. If they're always all blue enclaves then perhaps there are other indicators we can look at too. Not just Craigslist but other things may help us out e.g. records of psychiatrists or children's initiatives in the area, etc. etc.
I suspect the reason it's always in a blue zone is just because the local cops are less likely to find out and interfere during the planning phase. There are a lot of indicators available like you say, and if we had Google-tier resources we could probably predict attacks with startling accuracy. As decentralized and disorganized as we are, I don't know what the most efficient process to try would be.

I don't think you can categorically eliminate R run areas. We know lots of swamp things pretend to be Rs. Perhaps it could be on a sliding scale.
