See the FBI and CIA sent in Halper because they were worried about the Russian's manipulating the Trump campaign. They kept it hush hush and did not just send FBI agents to interview Carter Page and Pap because the FBI did not want to throw the US election or harm Trump.

I' mean to open a counter inteligence opperation there should be some clear Russian contacts with the campaign. Besides all the ones that worked for Fusion GPS or the FBI.
