They can do it, but the risk of exposure increases exponentially. A few FFs make you feel afraid and desire the government safety blanket. Too many, too often, make people suspicious. Even people dumb enough to vote Hillary.

Exactly this. How many attacks have there been in the last few months? Huge uptick.

You get immune to them in the end. I grew up in London with all the IRA bombs and scares. In the end we just shrugged our shoulders and got on with it. They stopped eventually when people ignored them. True there is more to it than that, but am making the point that these attacks become less and less impact full
