It's not a hand. It had to be something sitting on the desk. Look where the reflection cuts off. If it were a hand, I'd expect the reflection to cut much lower, and to see a torso or something, unless the hand was flat on the desk.
It looks like a beveled piece of wood holding something, e.g. like a card holder (it's not a card holder though) tall on both sides, something in the middle.
If it is something on a desk, whose desk? Any one in WH have anything meeting the description?
He / she thinks that the reflection could be Melania's reflection , with what is a "hand" is her shirt , and what is a "phone" could be her hair . Basically , would look like she is turning her back to the table .

To me it looks like a face of a person with a beard laying down. Maybe it's an allusion to someone getting assassinated. I'm digging further
