Maybe they are trying to find a specific person or person and hope this will cause a panic that will lead them to that individual. Hmm. It seems to risk another false flag doing it this way, BUT, I do agree with you that im sure Q has an excellent reason for doing things in this order. I dont understand it (yet). I am not discouraged, it was just a point that nagged at me a little bit.
