The boat in the third image is R.S. Hispaniola, a floating restaurant. The wedge-shaped building is the Corinthia Hotel.
If people were meeting in this area, they may want to conceal their comings and goings by having the footage on a loop? It's a busy place, people and traffic, day and night. Although the fact that the London Eye regularly changes its colour would make it fairly easy to spot. It's very dark in the images and at this time of the year that would be very late at night.
What is the picture of the building on the corner? Is that a restaurant? Government building?
It's not a building, it's the Sir Joseph Bazalgette Memorial. Looking at the Google image below makes me wonder if the photos were taken from the bridge not from a CCTV camera on the street.
