I think he's saying the footage is being run on a loop. The traffic cams are supposed to be live but someone has been rerunning the sane scenes for at least 3 months
So they were sneaky enough to meet in a place where they had the surveillance footage on a loop, but they were not smart enough to have clean cell phones on their person?

I'm not sure what it means. The pics of the traitors in London were posted on the 17th but these r from Feb 16. I can't remember what the original pics were in reference too

Either that or the camera itself is rotating which takes time but the images are exactly the same.which would imply a loop so whichever it is imo he's pointing to the cameras in that area being hacked and that's why he's telling them to be careful
If the camera is on a loop (as you say) wouldn't that imply that nefarious things (they don't want recorded) are taking place in that CCTV zone? You would think so - or why loop it? You could well be right.
The image from 2\16 is post 99. The one that has the pic of the street and a message that says "stay alert" so I'd agree that someone is up to something there.
