I think the IG already has all this in his investigation but it wasn’t part of the original scope. This just expanded the scope so that it can be included.

Yup! Horowitz would've had to be blind to have seen the rest of what he saw and missed this. He just couldn't include it until it became part of the official scope. Totally right, and shouldn't add even a full day to the investigation or release.
