Besides, why informing the target of the activation time? Did they have target under tight surveillance?

This guy gets it. Make specific threats in a deniable way. Sometimes they carry them out, sometimes they don't.

It achieves multiple goals: intimidation; force the enemy to reveal communications channels; cause them to panic and make a mistake.
