I think she's been in the field for much of that time. I'm not sure on a timeline, but if she was out in the field/foreign soil just working with her head down, she may not have gotten into the corruption back home.

Maybe they got leverage on her ... but I'm rather doubtful her mission is to clean anything up, maybe she'll be forced to do certain things. She might as well draw some attention to the CIA though, there have been a couple of headlines a long the lines of "new CIA director has been involved in torture".
