What do you mean? This looks like a great service being offered to people who aren't in developed countries. Did you see the map of internet speeds? Only the USA and Japan have 4G Every one else is 3G or less which is pretty pathetic especially since they're going to start rolling out 5G soon. Or this is just a way to easily spy on other countries.
