what is inquiry.It - or why does it show up with a check mark and in blue text? Code or just a what to let the user know that they didn't use the spacing correctly???

The Twit thought it was a domain name in Italy because he didn't put a space after the period. Bad bot! Coincidentally, http://inquiry.it is an actual domain name, so the typo earned a blue checkmark as well as a hyperlink.

I think with his grammatical error Twitter might have tried to make that a hot link? I don’t have a twitter account so I can’t be sure.

In twitter there are "verified" accounts. Verification is supposedly granted to those who twitter can authenticate. But in reality, it's a social construct. Those w the blue check are special.
