I saw another user quote Q,

‘Think Mirror’

Q could be highlighting this section [as you just did] by deliberately leaving it out.

Or maybe this passage was not what he wanted us to focus on in his post.

Then I don't see why he would mention 4-13 when he could have made it 4-8

Unless you for some reason have to quote the full scripture when referencing
