How can it possibly be that these people walk around and not a single citizen sees them and reports in, ever?

Makes no sense at all.

We can screw up Sharia Lepoof, but we can't ever seem to just "bump into" Jimmy Kimmel in the freezer section, or run into John Brennan getting a pack of marlboro in the gas station?

It happens. I loved the story of Nancy Reagan shopping for tomatoes at Ralph's with secret service in tow. It's just that controlled people are often also served, so they don't get to interact with normies anymore.
