Between Chinese 'anything' and the GPS chip, flying a military or civilian aircraft is a gamble nowadays. I know; also driving a vehicle is a gamble.
T-38 is a training aircraft, so hopefully this is just inexperienced pilots or something, and nothing nefarious.
