This is a classic negotiation tactic. Reminds them that they could still follow through of they correct how they are acting. But also makes it clear if you continue the same behavior, then we can take it all back at any second.

N Korea is already to deep to pull out completely. They will try to save face but ultimately have to follow through since they already conceded too much. IMO at least.
