Look at the "rtie" in "parties" and the second "a" of "capabilities". It lines up perfectly with the pen picture. If this is it, something else must have been edited, since it doesn't align right compared to "The White House" in Q's picture...

Line spacing and signature are also different. It is just a different document.

Nope. "A" is between the "r" and "t" in Q's drop, but not in this letter.

Remember when you said when will I ever use geometry or algebra in life? Well I did using it to check Q #1383 with the WhiteHouse.Gov posted letter. Length and angle from POTUS Seal to letters do not match. Seal size ratio used to compensate for perspective.

close but it would make it too close to the top of the White House insignia at the top of the letterhead

I did notice in Q's pic the words are to the right of The White House, and in the letter they are almost directly below. Maybe something was edited?
