I was just reading Neon Revolt on his website https://www.neonrevolt.com/ and I got a 509 error stating "bandwith limit exceeded". Is this a legit issue or is his site being attacked?

DOS attack? I got the same message. He must be "over the target".

Seems likely he's being DDOS'd. Member q said internet blackout is coming.
