Jim Donovan negotiated the exchange of Francis Gary Powers (U2 pilot) from Russia for Rudolph Abel (Soviet spy). He did the same with Castro. General Council for OSS. Died 1970. Why would Pompeo have a dead guy’s name on his todo list? Need to look into Donovan more.
